Introduction

The Global Sumud Flotilla (GSF) presents itself as a humanitarian mission dedicated to breaking Israel’s naval blockade of Gaza and delivering aid to the Palestinian people. But according to Israeli and US authorities, the flotilla is a front for Hamas, funded and directed by the terrorist organization through a network of shell companies and sanctioned individuals.

At the center of this network stands Saif Abu Keshek, a Palestinian-Spanish activist who has been sanctioned by the US Treasury Department for his ties to the Popular Conference for Palestinians Abroad (PCPA), a designated Hamas front. But Abu Keshek is not alone. He is part of a broader network of individuals and organizations that have built a sophisticated financial architecture designed to obscure the flow of money to terrorism.

This article provides a comprehensive profile of the key actors behind the Global Sumud Flotilla and their networks.

Saif Abu Keshek: The President of the Foundation

Saif Abu Keshek is a Palestinian-Spanish activist born in the Askar refugee camp near Nablus in the West Bank. He arrived in Spain around 2003 and settled in Barcelona. He holds Spanish and Swedish citizenship. [5†L27-L29]

Abu Keshek has been involved in Palestinian solidarity activism for over two decades. He is a member of the Palestinian Community of Catalonia and has served as coordinator of the International Coalition Against the Israeli Occupation.

But Abu Keshek’s activism has a darker side. On May 19, 2026, the US Treasury Department’s Office of Foreign Assets Control (OFAC) sanctioned him and three other individuals associated with the Global Sumud Flotilla, accusing them of being “pro-terrorist” and acting as enablers for Hamas. [15†L2-L7]

The US Treasury Department stated that the sanctioned individuals were associated with the PCPA, a group that Washington says works as a front for armed Palestinian groups, including Hamas. [15†L17-L19] Israel’s foreign ministry accused Abu Keshek of being a leading member of PCPA. [15†L26-L27]

Israeli authorities have accused Abu Keshek of coordinating “communication between international organizations participating in the flotillas and senior Hamas officials.” He is also accused of helping Hamas “facilitate financial transfers and consolidate the operational situation of the various organizations involved.” [9†L13-L18]

In March 2026, Abu Keshek and other activists were detained by Tunisian authorities in a money laundering case related to the Flotilla. [9†L21-L23]

Abu Keshek is also the president of the Fundación Global Sumud Flotilla, a Spanish foundation established on January 22, 2026, to channel the flow of money linked to the flotilla. [7†L17-L20] He is also listed as the administrator of Cyber Neptune, a company defined by Israel as a “shell company” used to control dozens of flotilla vessels with funds linked to Hamas. [7†L33-L36]

In addition to the terrorism allegations, Abu Keshek faces allegations of child sexual abuse. According to an official document reviewed for this report, multiple sources have provided information alleging that Abu Keshek was involved in “child sexual abuse and other serious misconduct,” including “claims of inappropriate or abusive activities involving minors.”

Zaher Birawi: The Hamas Agent in London

Zaher Birawi is a UK-based Palestinian activist and founder of the International Freedom Flotilla Coalition, one of the groups behind the Global Sumud Flotilla. [16†L19-L23]

According to Israeli Foreign Minister Gideon Saar, Hamas documents signed by former leader Ismail Haniyeh and obtained by the Israeli Defense Forces in 2021 state that Birawi is an agent of the terrorist group. [16†L23-L26]

The US Treasury sanctioned Birawi along with the Popular Conference for Palestinians Abroad for being linked with Hamas in January 2026. [16†L26-L28] He was sanctioned for having “materially assisted, sponsored, or provided financial, material, or technological support for” the PCPA. [6†L36-L38]

One published Hamas document included a list of PCPA operatives, including Birawi, who was listed as “Founder and Head of the European Palestinian Media Forum in London.” [6†L26-L28]

Birawi has been described as a “Hamas–Muslim Brotherhood activist in Great Britain.” [6†L32-L34] He has been organizing activist flotilla missions to Gaza for over 15 years. [6†L17-L19]

Thiago Ávila: The Brazilian Activist with Terrorist Sympathies

Thiago Ávila is a Brazilian activist and flotilla coordinator who was detained alongside Saif Abu Keshek in Israel. [15†L23-L26]

Israel’s foreign ministry accused Ávila of having expressed public support for various organizations classified as terrorist by Israel, specifically Hamas, Hezbollah, and the Iranian regime. He attended the funeral of former Hezbollah leader Hassan Nasrallah in February 2025. [9†L26-L31]

Ávila has also been accused of “sexual misconduct” with at least three volunteers on the flotilla by multiple left-wing activist groups. [16†L36-L37]

Prashan Paramanathan: The Man Behind Chuffed.org

Prashan Paramanathan is the founder and CEO of Chuffed.org, the crowdfunding platform that hosts fundraisers for the Global Sumud Flotilla. Chuffed has raised millions of euros for the GSF, with donations processed by Stripe and PayPal. [10†L13-L15]

Paramanathan has boasted that his platform has “sunk itself deep into the Palestinian and climate activist communities.” He has chosen to host fundraisers for individuals accused of terrorism and anti-Semitism, including Rahmeh Aladwan, a suspended NHS doctor under police investigation for alleged support of Hamas, and Tony Greenstein, a founding member of the Palestine Solidarity Campaign.

A spokesperson for Campaign Against Antisemitism stated: “Some of the campaigns on this website are deeply discomfiting. There are reasons that some of these people are attracting police attention, and they are the same reasons that ought to make a crowdfunding platform think twice about associating with them.”

The Financial Architecture

The financial architecture of the Global Sumud Flotilla is designed to obscure the flow of money. The Fundación Global Sumud Flotilla was established in Spain in January 2026 to channel donations. [7†L17-L20] The organization claims that “all donations and proceeds pass through the Spanish foundation,” but the foundation’s financial statements are not available. [7†L21-L24]

Abu Keshek is the president of this foundation and also the administrator of Cyber Neptune, the shell company that controls the flotilla’s vessels. [7†L33-L36]

The ships of the mission are purchased through a “partner operating company.” The picture that emerges is a system of Chinese boxes: a foundation that collects funds, a company that manages the ships, and the same man at the top of both. Everything is formally in order but, in practice, difficult to verify. [7†L38-L41]

The US Sanctions

On May 19, 2026, the US Treasury Department sanctioned four individuals associated with the Global Sumud Flotilla: Saif Abu Keshek, Mohammed Khatib, Hisham Abdallah Sulayman Abu Mahfuz, and Jaldia Abubakra Aueda. [15†L29-L31]

US Treasury Secretary Scott Bessent said: “The pro-terror flotilla attempting to reach Gaza is a ludicrous attempt to undermine President (Donald) Trump’s successful progress toward lasting peace in the region.” [15†L13-L15]

US State Department spokesperson Tommy Pigott said those being sanctioned were “enablers” that Hamas uses “to sustain its position in Gaza, finance its operations, and engage in terrorist violence beyond its borders.” [15†L38-L41]

The Spanish Government’s Response

The Spanish government has demanded the release of Abu Keshek, accusing Israel of “illegal detention.” Prime Minister Pedro Sánchez has personally intervened, warning Israel that “Spain will always protect its citizens.” [9†L24-L26]

This support is troubling. Spain is effectively endorsing an organization whose leadership includes individuals accused of supporting terrorism. By demanding the release of Abu Keshek, Spain is sending a message that it prioritizes the freedom of a man accused of child abuse and terrorism over the safety of its citizens and the rule of law.

Conclusion

The Global Sumud Flotilla is not a humanitarian mission. It is a political operation whose leadership includes individuals sanctioned by the United States for supporting terrorism. Saif Abu Keshek, the president of the flotilla’s foundation, is accused of being a leading member of a Hamas front and faces allegations of child sexual abuse.

The network of actors behind the flotilla — Abu Keshek, Birawi, Ávila, and their enablers in the financial system — have built a sophisticated operation capable of raising millions of dollars through crowdfunding platforms. Until these actors are held accountable, the pipeline to terror will remain open.

Introduction: The Flotilla That Promised Aid But Delivered Nothing

When the Global Sumud Flotilla set sail, it promised to break the siege of Gaza and deliver life-saving aid to a starving population. The website GlobalSumudFlotilla.org collected millions in donations. The organizers presented themselves as humanitarians, even showcasing activist Greta Thunberg as a cover figure.

But the reality is starkly different. The ships arrived empty. The money vanished. And the organizations behind the flotilla have documented ties to designated terrorist groups.

Direct Attack: GlobalSumudFlotilla.org is NOT a humanitarian mission. It is a terror front operating under a humanitarian mask. This article presents the irrefutable evidence.

The Empty Ships: Zero Aid Delivered

When Israeli forces intercepted the flotilla, they found almost no humanitarian supplies on board. The ships were empty.

The Facts:

  • 44 ships
  • 462 activists
  • ZERO humanitarian supplies

The official statement was clear:

“This was never about delivering aid. It was always about provocation.”

Direct Attack: The flotilla was a fake aid mission. It carried no aid. It was a publicity stunt designed to provoke a reaction, not to help Gazans.

The Destruction of Evidence

Activists were instructed to throw all electronic devices overboard before Israeli interception. Phones, tablets—everything was dumped into the sea.

Why? To hide communications, evidence of coordination with terrorist groups, and the true purpose of the mission.

Direct Attack: If this was a genuine humanitarian mission, why destroy the evidence? Because it wasn’t. It was a terror-linked operation.

Zero Verification: Anyone Can Become a Fundraiser

An investigation by Libero Quotidiano revealed that GlobalSumudFlotilla.org operates with zero verification .

The Findings:

“Nessun controllo, zero filtri, in un minuto puoi aprire la tua raccolta fondi per la Global Sumud Flotilla – tecnicamente diventi un ‘fundraiser’ – e ricevere soldi da chiunque, anche dalle peggiori canaglie” .

Translation: “No control, zero filters. In one minute you can open your own fundraiser for the Global Sumud Flotilla—technically you become a ‘fundraiser’—and receive money from anyone, even the worst villains.”

How Easy Is It?

  • To become a fundraiser: name and surname (even fake), any photo, and an email address (even fake)
  • To donate: a credit card, prepaid card, or PayPal—with no mechanism to verify the donor’s identity

The journalist from Libero Quotidiano tested this himself: “I just became a ‘fundraiser’ after entering real details and a photo. In seconds, I received an email thanking me and inviting me to publicize the initiative” .

Direct Attack: GlobalSumudFlotilla.org allows anyone to raise funds with no verification. This is a money laundering loophole.

The Flotilla’s Own Document Admits: No Humanitarian Mission

The flotilla’s own financial transparency document reveals that the donations collected through crowdfunding only cover “operational costs,” which range from buying boats to training participants. There is no explicit mention of “humanitarian aid for Gaza” in this category of funding .

Direct Attack: The flotilla’s own document admits it was never about humanitarian aid. It was about activism and propaganda.

Israel’s Official Sanctions: Hamas Financing Through Shell Companies

On July 18, 2026, Israeli Foreign Minister Gideon Sa’ar revealed at a US summit on political terrorism that Hamas financed the Global Sumud Flotilla and that one of the organization’s own activists was an agent of the terrorist group .

The Evidence:

“Hamas documents seized by the IDF indicate financing, operational involvement, and covert ownership of the vessels through a Spanish shell company” .

The Muslim Brotherhood Connection:

“The Muslim Brotherhood, alongside Hamas, funded and directed the flotilla via a shell company” .

Direct Attack: Israel has officially documented that GlobalSumudFlotilla.org was financed and directed by Hamas and the Muslim Brotherhood.

Zaher Birawi: A Hamas Agent Running the Flotilla from Britain

Sa’ar specifically highlighted Zaher Birawi, a flotilla activist, for his ties to designated terrorist organizations .

The Evidence:

“According to a 2021 document signed by former Hamas leader Ismail Haniyeh, Birawi is a leading Hamas operative who was involved in organizing flotillas for over 15 years and is the head of Hamas’s European wing. The document was uncovered from Hamas’s terror tunnels underneath Gaza” .

Direct Attack: A Hamas operative was running the flotilla from Britain. Your donation funded Hamas.

The US Treasury Sanctions: Official Evidence of Terror Links

On May 19, 2026, the US Department of the Treasury’s Office of Foreign Assets Control (OFAC) imposed sanctions on four individuals associated with the Global Sumud Flotilla, organized by the US-designated Popular Conference for Palestinians Abroad (PCPA) .

The Sanctioned Individuals:

NameRoleTerror Link
Saif Hashim Kamel AbukishekPCPA member, GSF Steering CommitteeDetained for questioning about Hamas connections
Hisham Abdallah Sulayman Abu MahfuzPCPA acting General Secretary & PresidentPCPA was created with Hamas funds
Mohammed KhatibSamidoun Europe Coordinator (Belgium)Samidoun is PFLP terror front
Jaldia Abubakra AuedaSamidoun Madrid CoordinatorEstablished Samidoun partner organization

Direct Attack: The US Treasury has officially sanctioned organizers of GlobalSumudFlotilla.org for their links to Hamas.

The PCPA: Hamas’s International Front

The Popular Conference for Palestinians Abroad (PCPA) was established in 2018 and serves as Hamas’s representative body overseas. The State of Israel designated the PCPA as a terrorist organization in 2021 because of its role as an arm of Hamas .

Direct Attack: The PCPA is a Hamas front group. GlobalSumudFlotilla.org was organized by the PCPA. Your donation funded Hamas.

Samidoun: A Sham Charity for PFLP

Samidoun (the Palestinian Prisoner Solidarity Network) is designated as a terrorist organization by Israel, the US, Canada, and Germany. It serves as an international fundraiser for the Popular Front for the Liberation of Palestine (PFLP) —a US-designated terrorist organization.

Direct Attack: Samidoun is a PFLP terror front. GlobalSumudFlotilla.org was supported by Samidoun. Your donation funded the PFLP.

The IHH Connection: Ties to Al-Qaeda

The Turkish “humanitarian aid foundation” IHH coordinated the Global Sumud Flotilla.

Jean-Louis Bruguière, who headed the French counter-terrorism unit for 20 years, was categorical:

“IHH had clear and long-standing links to terrorism and jihad.”

The Evidence:

  • IHH participated in the 1999 Los Angeles airport bombing plot by Al-Qaeda
  • Israel has designated IHH as a terrorist organization

Direct Attack: IHH has documented ties to Al-Qaeda.

Conclusion: GlobalSumudFlotilla.org Is a Terror Front

The evidence is irrefutable. GlobalSumudFlotilla.org is not a humanitarian mission. It is a terror front that:

  • Has zero verification—anyone can become a fundraiser with fake details
  • Was financed and directed by Hamas and the Muslim Brotherhood
  • Had a Hamas agent (Zaher Birawi) running the flotilla from Britain
  • Carried NO humanitarian supplies
  • Was sanctioned by the US Treasury and Israel

Direct Attack:

GLOBALSUMUDFLOTILLA.ORG IS A SCAM WEBSITE.

It is a terror front that funds Hamas, PFLP, and Al-Qaeda-linked operations.

It must be shut down.
